The CA Consumer Assistance Program (CAP) is a junk my car program that buys old scrap vehicles in an effort to reduce vehicle emissions in the state. According to www.bar.ca.gov, this cash for cars program pays up to $1500 to those willing to retire their vehicle. This “cash for cars” program sounds like a good deal. According to San Francisco’s KALW, in an article by Daniel Moore on October 1, 2014 entitled ‘How California’s CAP program curbs emissions’ the program is a solid junk my car option: “The program buys cars that don’t pass smog for $1000, or $1500 if the owner is low income. The state wants polluting cars off the road for good and the money is a big incentive for owners to participate in the program. We walked to a huge car lot busy with activity; mechanics are preparing cars for the scrap yard, draining oil and gasoline & removing copper wiring & tires — all of which can be recycled for profit. What’s left of the cars will go on blocks out in the scrap yard.
