General Statutes. Complex federal laws also govern the disposal of such “hazardous materials” as defined by the Environmental Protection Agency. Alan Boudreau, who lives in Jacksonville, realized the restrictions after a local mechanic replaced his 1993 Dodge Dakota’s catalytic converter in and Boudreau took the old part to sell to a metal recycler.  Sheriff Hans Miller said he employs a captain who issues licenses for metal recycling on the sheriff’s behalf. He said the same employee has been issuing the licenses during the previous sheriff’s term. Boudreau is not a mechanic or business that the state law considers a viable seller of some scrap metals.

NC laws restrict those who can buy & sell old cat converters and recyclable metals. A secondary-metals recycler — a person or firm in the business of gathering & converting old metals — must document each acquisition, including the date and information about his or her employee involved, and information about the vendor, according to N.C. General Statutes.  State law restricts those recyclers from buying air-conditioner evaporator coils & condensers — items loaded with valuable copper — and converters that are not attached to a vehicle.”

The question here is if you own a vehicle, why are you unable to legally sell its components? It seems that the law is in place to discourage rampant theft and scrap of valuable items. It seems to be a law designed with the public’s best interest in mind; however, those residing near the state border likely take the scrap into an adjacent state to sell.
